Bittensor introduces eTAO, letting subnet owners set their own alpha emission split

The Opentensor Foundation announced eTAO, a new system that gives Bittensor subnets control over how their alpha emissions are divided. Subnet owners can now decide how much goes to miners, validators and themselves based on their subnet's needs.
