- Spark: bridge 100,000,000 sUSDS from the Ethereum ALM Proxy to Arbitrum to replenish PSM3 inventory; lower SparkLend WETH slope 2 from 75% to 30%; move PYUSD, RLUSD and USDG to a common rate model (80% optimal utilization, SSR + 0.20% base, 0.20% slope 1, 15% slope 2); recurring treasury transfers of 865,000 USDS to the Spark Foundation, 45,000 USDS to the Spark Assets Foundation and 341,970 USDS for SPK buybacks.
- Grove: transfer 800,000 USDS to the Grove Foundation multisig (October grant) and retire its Circle CCTP v1 governance relay on Avalanche, leaving CCTP v2.
- Osero: register an initial rate limit (5M USDC max, 650K USDC/day slope) for the Osero x Gauntlet USDC Prime Vault deposit key.
- Pattern: onboard the 'River I' allocation to River SPV II as a transfer asset (35M USDC max, 10M USDC/day); configuration only, no funds moved by the spell.
A separate Oct 16 technical scope proposes timelock changes to Spark's Morpho vaults (Blue Chip USDT and Sentora x Spark RLUSD) to comply with new Atlas vault-timelock requirements.
