HSP-029 vote would cut NEAR's maximum issuance from 2.5% to 1.6% over 24 months
House of Stake proposal HSP-029, now in voting, would lower NEAR's maximum protocol issuance from 2.5% to a 1.6% target on a 24-month per-epoch ramp, keeping the 90/10 staker-treasury split.

The proposal is listed with status Voting, Decision track, Super Majority, under Economic Governance. It would reduce maximum annual issuance by about 3.75 basis points per month until it reaches 1.6%, keeping the 90/10 split between stakers and the treasury. Only one parameter changes. The author's modeling says the ramp avoids 11.8M NEAR of issuance over two years.
